The authors of the AUSTAL2000 give lectures on Clausius and Boltzmann. But you are confusing process-technical homogenization with thermodynamic diffusion.
Fourteen authors deny the state of the art and advocate pseudoscientific theories
The state of science in the field of dispersal, sedimentation and deposition is described by Berlyan (1975). After that, deposition means keeping and not losing The authors of the AUSTAL2000 deny the state of the art and claim with Janicke's convention that “... a column standing on the surface of the earth, which contains the material that can be deposited, runs dry due to deposition”, Axenfeld et al. (1984). With this pseudoscientific theory, according to the authors of the AUSTAL2000, deposition means loss and not retention. This theory is the basis of all further model developments by the authors of the AUSTAL2000 to calculate the spread of all air impurities, such as fine dust, various traffic emissions, odors, aviation pollutants and radionuclides, Janicke (2009) LASAIR, Janicke et al. (2011) ODORS, Janicke (2015) LASPORT. The environmental authorities require all developers of dispersion models to prove that they are equivalent to AUSTAL2000. The pseudoscientific theory represented by the authors of the AUSTAL2000 is also adopted by VDI publications and published in specialist books, such as VDI (1988). With these publications and with all, for example, further state-funded research projects of the UFOPLAN, a "harmonization from the beginning" is to be achieved for all dispersion calculations in the Federal Republic. The pseudoscientific theory of propagation, sedimentation and deposition is not only represented by the authors of the AUSTAL2000. State environmental agencies are also very much in favor of these false views and generously support non-university research by the authors of the AUSTAL2000. The authors of the AUSTAL2000 are happy to accept these grants and can spread their false propagation theory everywhere without hindrance. The pseudoscientific theory of the spread of air pollutants is being disseminated nationwide by the authors of AUSTAL2000.
AUSTAL2000 provides a reference solution that can be used to check other programs that are assigned the property of implementing the calculation method in Annex 3 of the TA Luft, according to the Federal Environment Agency. Model developments by other authors must therefore prove their equivalence to AUSTAL2000. The reference solutions required for this are described in the VDI (2000). It turns out that these reference solutions do not explain the state of science, but only follow the pseudo-scientific theories of the authors of the AUSTAL2000. The authors of the AUSTAL2000 abuse the reputation of the VDI to spread their wrong views.
The publication Schenk (2015) shows that AUSTAL2000 is not validated. The UBA reacted with alarm and replied with a large number of authors, Trukenmüller et al. (2015). Fourteen clerks, those responsible for dispersion calculations at the UBA, sworn and non-obligated experts, office managers and meteorologists, supporters and employees in state offices, speakers and former chairmen of the LAI, authors of VDI guidelines and others, believe they have found fundamental errors. The writers of this publication not only admit to the wrong views of the authors of the AUSTAL2000, they also attest to their ignorance, for example to formulate and solve problems in the field of air pollution control with mathematics and mechanics. With this large number of authors, an authoritarian attempt is made to suppress any criticism of AUSTAL2000. Responsible physicists at the UBA should have recognized this undesirable development. On the contrary, the authors of the AUSTAL2000 received comprehensive and comprehensive support, especially in the years after 2007. One can rightly speculate about the reasons for this. The alleged abuse of state authority is also one of the preferred features of Austalism.
The development of the AUSTAL2000 began when the UFOPLAN research project Axenfeld et al. (1984). 37 years have passed to the present. The authors of AUSTAL2000 were able to explain very well to the Federal Environment Agency that, as plasma physicists and atomic opticians, they have the necessary knowledge to model the spread of air pollutants. It turns out, however, that this knowledge differs considerably from that of plasma and atomic physics. Because of the high expectations the Federal Environment Agency had of the authors of the AUSTAL2000, they could count on unlimited government grants up to the present. The unlimited state funding is another feature to be added to Austalism.

With the power of state offices, alleged authoritarian attempts are being made to silence critics. The authors of the reply believe they have found fundamental errors, but it turns out that their reference solutions contradict all principles of mathematics and mechanics. The authors cite endlessly self-written VDI guidelines, describe mass conservation and distribution and claim to have recalculated Berljand profiles. You are lecturing on Clausius and Boltzmann and do not understand the difference between process homogenization and thermodynamic diffusion. The algorithm for deriving the reference solutions has been withheld from the public since 1984. Their disclosure exposes the authors of the AUSTAL2000 as presumably a forger. Cheating, manipulating and tricking are presumably the preferred tools of the AUSTAL2000 authors, as can be read in Schenk (2020).
